Boise, Idaho - (That's a place in America)

mayoral election, - (That's where they have a vote to elect a Mayor)

there were four write-in votes - (That means four people wrote in their vote rather than actually went to a polling station/booth)

for Mr. Potato Head. - (He's not real. He's a toy where you make different faces with plastic pieces on a potato head. You may have seen such a thing in the Toy Story movies)
